Indonesia has already drawn a clear road map for developing research and technology up to the year 2025. It constitutes part of the long term national development plan.

During the period—if political power constellation does not throw it out—the development of research and technology will focus on six areas— food resilience endeavors, transportation, communication and information technology, energy and natural resources, as well as defense and security-related industries.

To Prof Kusmayanto Kadiman—or Pak Kus, as he is fondly referred to by close friends—Indonesia needs to make an overhaul of its food provision policy, in order to prevent food shortage, encourage farmers to grow the right crops, and ensure availability and affordability of foodstuff for all walks of life.

Revitalization of fishery, agriculture, and forestry industries must be carried out now, he suggests, adding that in implementing the policy, government decision makers must stop thinking about making easy money while losing the prospects of generating higher added value for various products and services.

Even at the risk of being removed from his ministerial position, Prof Kusmayanto is shouting aloud these days for moving a few steps forward the final stage in processing Indonesian export products because, as he suggests, only in this way can Indonesia compete confidently on the global stage.

The Minister of Maritime Resources Fredy Numberi is doing the right thing and other ministers must follow suit, Prof Kusmayanto suggests. “If you need a license to catch fish in Indonesian waters, you will surely get it provided that you build processing units or factories in Indonesia in order to export processed fishery products.”

Likewise, “if you want oil palm plantations, you will get them if you can build factories to produce cooking oils or at a later stage, bio-diesel, etc. The same is true in mining. Instead of exporting raw coal— though this is a very easy way to generate money—why don’t we elevate the processing stage by one level and export gasified and then liquefied coal which would be much smaller in volume but higher in profit?”

Policy synergy

The most crucial issue, however, is how to create synergy between the policies of different Cabinet ministers in order to produce excellence and competitiveness in domestic industry. When will Indonesia be able to imitate Brazil, for example, whose agriculture and natural resources ministries cooperate so well in producing premium fuel?

In Brazil, Kusmayanto says, up to 20% of the nominal value of premium fuel comes from bio-ethanol. It is the minister of agriculture who decides how much they must produce and this provides secure guarantee for sugarcane factories and farmers. In Indonesia’s case, the minister of agriculture does not have access even to the prices of fertilizers and rice, so how would he be able to control market prices! The minister of agriculture in Indonesia is like a farmer. This situation must be corrected, otherwise Indonesia will continue to have problems
with provision and affordability of foodstuff, agriculture analysts say.

What is needed now is overhaul of the agriculture policy from up-stream to down-stream levels so that farmers will have sure guarantee that their crops will be purchased by the government if nobody else will do. In other words, there must be an overhaul to the extent that from the level of fertilizer factories to Bulog (the national logistics agency), policy control lies in the hand of the minister of agriculture, the analysts say.

Minister Kusmayanto agrees with such a theory, saying that seen from the perspective of systemic approach, such a mechanism should have long been the case.

The biggest challenge confronting the technology minister, however, is how to tear down the notorious walls of political and vested interests in the areas where drastic changes even for the better are not allowed to happen.

In the transportation sector, Indonesia has been pampered by the lullabies of the past oil boom which caused many people—even decision makers in the bureaucracy—to assume that a single mode of transportation should be the right choice. Under current global circumstances, such an approach can no longer be used, because Indonesia has since 2004 become a net importer rather than net exporter of oil.

This is the reason why diversification of transportation policies is now necessary. For example, every year up to 200 million people use train as their main means of transportation and 80% of them are commuters in Jabodetabek (Jakarta, Bogor, Depok, Tangerang, and Bekasi) area. So now the government is developing a transit system whereby commuters can easily be transferred from trains to Trans-Jakarta buses which Jakartans refer to as “busway.”

In the area of communication and information technology, Indonesia is way behind many countries in the region. That’s why the minister of technology is putting extra energy into the endeavor by building the right infrastructure on which private sector operators can do business and thereby increase the accessibility and affordability of technology in this field.

The government’s mainstream policy is for the development of an Open Source system. “The role of the government is to offer as many choices as possible to the public. You guys on campuses who know how to go around with this, go ahead and do your part, you don’t need to buy it. But do it legally,” Prof Kusmayanto says.

What does this have to do with a planned trip to Indonesia in May 2008 by Bill Gates, the big boss of Microsoft? What Indonesia hopes to see, the minister says, is that Microsoft will “offer its products according to the minimal needs of Indonesian market.”

For instance, the software offered to village head offices does not need to be a complete package, because such offices would only need word processing, database and presentation software. As such is happening in China where only with three dollars one can have a legal package of software. And this is also a good way of preventing software piracy, the minister suggests.

Habibie’s dreams remapped

In the field of defense and security, Minister Kusmayanto is selectively building his dreams on what has been left behind by Prof BJ Habibie, in whose term of office as technology minister, Indonesia was perceived—rightly or wrongly—to have built castles in the air with
so many high-cost projects including home-made propeller planes some of which were exchanged with glutinous rice from Thailand.

So big the discrepancy between spending and revenue in this area that even a former senior cabinet minister once said, “Before learning to fly, we need to learn to walk first.” But this does not mean that the Indonesian aircraft industry is a waste. In fact, as explained by Prof Kusmayanto, “Since Habibie is an expert in making the products, I am an expert in selling them.”

In Kusmayanto’s eyes, PT Dirgantara Indonesia can perform even better if its CN235 has bigger market penetration ability domestically, especially among the military, police, and various government agencies. More so if there is a meaningful intake from the domestic
private sector.

For fairness’ sake, however, what is worth mentioning of the strategy left behind by Habibie is his ambition to turn Indonesia’s defense industry into independent and profit-generating centers. Some of the so-called “strategic industries” (BUMNIS) which used to be a loss center is now experiencing high growth, especially PT Pindad. This company has now been able to produce six-wheel battle tanks, hand-grenades, various types of ammunition, organic revolvers, combat machine guns, mountain cannons, long-range sniper guns, etc.

Precision-wise, the difference between Pindad’s weapons and those used to produce world records in shooting is very small, the minister explains.

Along with Pindad, other BUMNIS companies are expected to see high growth in the years ahead now that the President has made it compulsory for Indonesian Military (TNI) and Police to buy their equipments from domestic producers, except for products that are not available domestically.

Nevertheless, what Kusmayanto is doing is not exactly realizing Habibie’s high-tech dreams, but carefully selecting the ones which can be implemented realistically in conformity with Indonesia’s financing ability while introducing his own concepts in line with the long-term development plan.

Even then, Kusmayanto refuses to go high profile because, as he tells CampusAsia, “the trauma of the past is still alive in society.” This seems to be a reference to the extra-lavish spending in high-tech projects during Soeharto’s era which failed to create meaningful employment opportunities, had no impact on the drive to reduce poverty, and failed to bolster domestic industries. Mengadakan workshop sesuai dengan salah satu bidang minat jurusan merupakan agenda tahunan jurusan Teknik Fisika ITS. Untuk tahun ini, bidang Rekayasa Fotonika mendapatkan jatahnya. Dimotori oleh Laboratorium Rekayasa Fotonika Teknik Fisika, akhirnya diselenggarakanlah Seminar Nasional Aplikasi Fotonika 2008 (SNAF-08) yang berlangsung selama dua hari, dimulai Kamis (24/4) kemarin.


Teknik Fisika, ITS Online - Makin besarnya peran bidang fotonika dan kurangnya kerja sama para pakar yang berkecimpung di sana, khususnya pakar antar perguruan tinggi, menjadi perhatian peneliti fotonika di jurusan Teknik Fisika. Dan melalui SNAF-08, mereka berharap dapat menciptakan kembali wahana kerja sama yang lebih luas dan menggalang tempat-tempat riset fotonika.

Minimnya kerja sama antar pakar fotonika tersebut diakui oleh Dr rer nat Ir Aulia MT Nasution MSc, peneliti sekaligus ketua pelaksana SNAF-08. Aulia menegaskan, karya-karya bidang fotonika di Indonesia sebenarnya sangat banyak. Namun, karena kurang terorganisir, timbul kesan tumpang-tindih antara riset-riset yang ada. "Padahal, rata-rata hasil riset tersebut menurut saya telah mencapai tingkat advance. Sayang, sekali kalau terbuang," imbuh Aulia.

Salah satu bukti dari banyaknya karya bidang fotonika dapat dilihat dari jumlah paper yang berhak dipresentasikan dalam SNAF-08. "Total ada 52 paper, dengan peserta SNAF-08 60 orang dari berbagai instansi perguruan tinggi dan pemerintah di Indonesia," ungkap Aulia.

Disisi lain, lanjut Aulia, perkembangan fotonika yang sedemikian jauh ternyata masih terkendala oleh masalah peraturan di pemerintahan dan peralatan yang sederhana. Khusus untuk masalah peralatan, bagi Aulia mungkin dapat ditoleransi. Tapi, masalah peraturan pemerintah menurut Aulia harus segera disosialisasikan kepada masyarakat luas.

"Karena itulah mengapa dalam kesempatan ini kita juga mengundang Prof Masbah RT Siregar dari LIPI (Lembaga Ilmu Pengetahuan Indonesia, Red). Dalam hal ini, beliaulah yang paham seperti apa kebijakan pemerintah," terang Aulia.

Lebih lanjut, Aulia berharap dengan terselenggaranya SNAF-08 ini keuntungan yang lebih besar dalam kerja sama fotonika dapat terealisasi di luar. Diskusi-diskusi untuk mencari terobosan baru hendaknya lebih digalakkan. "Jika kita bersaing dalam hal peralatan dengan orang luar mungkin kita masih kalah, tapi dalam hal menciptakan terobosan baru saya yakin kita tak akan tertinggal," pungkas Aulia.

SNAF-08 yang berlangsung selama dua hari ini terbagi atas dua sesi, yakni hari pertama untuk sesi workshop dan hari ke dua adalah sesi seminar. Untuk sesi workshop, selain diisi oleh pakar fotonika Teknik Fisika sendiri, juga menghadirkan salah seorang pakar dari Ikatan Laser Indonesia (IKLASI), yaitu Dr Nury Nusdwinuringtyas MS SpRM.(f@y/ap)

Pelaksanaan SNAF-08


Alhamdulillah bahwa rangkaian kegiatan Workshop dan Seminar Nasional Aplikasi Fotonika (SNAF-08) dapat terselenggara dengan baik sesuai dengan jadwal, di kota Surabaya pada tanggal 24 - 25 April 2008. Kesuksesan penyelenggaraan acara ini adalah berkat dukungan serta bantuan dari banyak pihak. Ijinkan penulis, sebagai Ketua Pelaksana (OC) kegiatan ini untuk mengungkapkan rasa terima kasih kepada pihak2 yang telah membantu kegiatan SNAF-08 ini pada bagian akhir tulisan.

A. Workshop Aplikasi Fotonika 2008

Rangkaian kegiatan dimulai dengan Workshop Aplikasi Fotonika, yang berlangsung di Ruang Sidang Jurusan Teknik Fisika - ITS, Gedung C Kampus ITS Sukolilo Surabaya pada tanggal 24 April 2008. Kegiatan ini dibuka secara resmi oleh Ketua Jurusan Teknik Fisika - ITS, Dr. Bambang L. Widjiantoro, ST, MT.

Dalam kegiatan ini disampaikan tutorial tentang fundamental concepts tentang laser, penyaluran cahaya dengan menggunakan serat optik, interaksi cahaya dengan tissue biologis, serta aplikasi fotonika dalam bidang pelayanan kesehatan. Selengkapnya para pembicara dalam kegiatan ini adalah :
  1. Ir. Heru Setijono, MSc. (Ka. laboratorium Rekayasa Fotonika, Jurusan Teknik Fisika - ITS)
  2. Ir. Supriyanto, MSc. (Staf dosen Jurusan Teknik Fisika - ITS)
  3. Dr.rer.nat. Ir. Aulia M T Nasution (Staf dosen Jurusan Teknik Fisika - ITS), serta
  4. Dr. Nury Nusdwinuringtyas, MS, Sp. RM (Staf Pengajar pada Jurusan Rehabilitasi Medik, FK - UI)
Dalam acara ini, juga hadir staf Dept Rehabilitasi Medik dari RS Dr. Soetomo Surabaya, yaitu Dr Nuniek, Sp. RM

Menyertai acara ini, dipamerkan juga beberapa sampel hologram hasil karya beberapa alumni Jurusan Teknik Fisika ITS yang bekerja di PT Bura Barutama - Kudus, satu-satunya perusahaan penghasil hologram di Indonesia.

Setelah akhir acara Workshop Aplikasi Fotonika, atas keinginan sebahagian perserta, diselenggarakanlah suatu informal meeting, dengan bahasan utama tentang kelanjutan kegiatan untuk menghimpun potensi kerja para pegiat fotonika diseluruh Indonesia. Akhirnya untuk sementara disepakati untuk membentuk suatu Forum Diskusi Fotonika, yaitu berupa suatu forum diskusi melalui milis. Tercatat sekitar 29 alamat email yang berhasil dikumpulkan oleh panitia untuk direalisasikan dalam suatu keanggotaan milis.


B. Seminar Nasional Aplikasi Fotonika 2008

Keesokan harinya, yaitu tanggal 25 April 2008 dilaksanakanlah kegiatan puncak, yaitu Seminar Nasional Aplikasi Fotonika 2008. Kegiatan ini dilangsungkan di Auditorium Gedung Pasca Sarjana ITS. Rangkaian acara pada SNAF ini dibuka secara resmi oleh Rektor ITS: Prof. Ir. Priyo Suprobo, MSc. PhD.

Tepat setelah acara pembukaan oleh Rektor ITS, disampaikan secara simbolis bantuan PT Telkom Indonesia Tbk. , sebagai salah satu bentuk kegiatan Telkom Peduli Pendidikan. Bantuan yang diberikan adalah seperangkat fiber optic splicer untuk keperluan pendidikan di Laboratorium Rekayasa Fotonika Jurusan Teknik Fisika. Bantuan secara simbolis disampaikan oleh Ka Divre 5 PT Telkom: Bp. Ir. Mas'ud Khamid kepada Ketua Jurusan Teknik Fisika - ITS: Bp. Bambang L. Widjiantoro, ST MT, dengan disaksikan oleh seluruh peserta serta undangan yang menghadiri upacara pembukaan SNAF-08.

Rangkaian acara dimulai dengan Plenary Lectures, yang disampaikan dalam bentuk panel. Diskusi dipandu oleh Dr. Ir. Sekartedjo, MSc. (staf senior Jurusan Teknik Fisika - ITS). Keseluruhan terdapat 4 pembicara utama (beserta topik materi yang dipresentasikannya), yaitu:
  1. Prof. Dr. Masbah Rotuanta Tagore Siregar (Deputy Bidang IPTEK - LIPI), menyampaikan paparan tentang arah kebijakan riset nasional, serta peluang untuk riset pengembangan bidang fotonika di Indonesia, khususnya berkaitan dengan aplikasi laser orde femtosecond.
  2. Ir. Mas'ud Khamid (Ka Divre 5 PT Telkom), yang kebetulan adalah alumni Jurusan Teknik Fisika - ITS. Beliau menyampaikan paparan tentang strategi Telkom untuk membangun infrastruktur jaringan komunikasi optik di Indonesia.
  3. Dr. Liek Sari Handikin, Sp. THT (Presiden Ikatan Kedokteran Laser Indonesia - IKLASI). Beliau menyampaikan paparan tentang potensi serta aplikasi laser dan fotonika dalam bidang kedokteran.
  4. Ir. Sunarto (Pura Barutama - Kudus), yang juga alumni jurusan Teknik Fisika - ITS. Beliau menyampaikan paparan tentang potensi aplikasi bidang holografi di industri, serta aktivitas PT Pura Group dalam percaturan bisnis hologram di Indonesia dan manca negara.
Sesi plenary ini dilanjutkan dengan diskusi yang dibuka untuk umum. Bertepatannya penyelenggaraan acara seminar ini dengan tibanya saat ibadah jum'at, mengakibatkan acara sesi pertama seminar ini harus diakhiri tepat pukul 11.40 wib.

Sesi kedua dilanjutkan tepat pukul 13.30 setelah shalat jum'at dan makan siang. Acara ini berupa diskusi tematik yang terbagi atas 5 kelompok paralel. Terdapat keseluruhan sebanyak 52 makalah yang telah diputuskan oleh tim reviewer untuk dapat dipresentasikan dalam kegiatan SNAF-08 kali ini. Acara diskusi paralel ini berlangsung di Gedung Pasca Sarjana ITS serta 2 ruang pada Gedung Perpustakaan Pusat ITS. Makalah-makalah ini diterbitkan dalam Prosiding Seminar Nasional Aplikasi Fotonika, baik dalam bentuk CD maupun cetak:


Tepat pukul 15.00, rangkaian acara SNAF-08 secara resmi ditutup oleh Ketua Jurusan Teknik Fisika -ITS, dan berakhirlah pula pelaksanaan Workshop dan Seminar Nasional Aplikasi Fotonika (SNAF-08) ini

Total alamat email yang tercatat oleh kami panitia pelaksana adalah sebanyak 70 alamat email (termasuk 29 yang kami kumpulkan kemarin harinya). Alamat ini akan dimasukkan dalam keanggotaan Forum diskusi Fotonika Indonesia, yang akan segera dibuka dengan alamat url berikut:



Semoga penyelenggaraan kegiatan kali ini dapat begaung dengan terbentuknya kerjasama yang sinergis diantara pegiat fotonika Indonesia dalam mengembangkan bidang fotonika dan aplikasinya. Dengan cara ini insya Allah kemandirian teknologi bangsa ini dapat segera diraih.

Accepted Abstract for LM-2008

Development of an inexpensive optical method

for studies of dental erosion process in-vitro

ABSTRACT

Teeth have important roles in digestion of food, supporting the facial-structure, as well as in articulation of speech. Abnormality in teeth structure can be initiated by an erosion process due to diet or beverages consumption that leading to destruction which affect their functionality. Research to study the erosion processes that lead to teeth’s abnormality is important in order to be used as a care and prevention purpose. Accurate measurement methods would be necessary as a research tool, in order to be capable for quantifying dental destruction’s degree.

In this work an inexpensive optical method as tool to study dental erosion process is developed. It is based on extraction the parameters from the 3D dental visual information. The 3D visual image is obtained from reconstruction of multiple lateral projection of 2D images that captured from many angle. Using a simple motor stepper and pocket digital camera, sequence of multi projection 2D images of perimolar tooth is obtained. This images are then reconstructed to produce a 3D image, which is useful for quantifying related dental erosion parameters.

The quantification process is obtained from the shrinkage of dental volume as well as surface properties due to erosion process. Results of quantification is correlated to the ones of dissolved calcium atom which released from the tooth using atomic absorption spectrometry. This proposed method would be useful as visualization tool in many engineering, dentistry, and medical research. It would be useful also for the educational purposes.
